1) Does everyone use the no reroll rule? It seems strange that the fighter would have a disadvantage against some fighters just because their POP matches one of the finishers.
For fighters with 2 FINISHER ratings, the re-roll rule for Negative does not apply
2) Are there official rules about timing a match based on rolls of die or do people just use the actual time it takes?

If the POP matches the Finisher, we roll twice. It might now seem fair, but that is what we do.
There is no official timing based on moves, but several guys have come up with methods. You could do 30 seconds per resolve (positive and negative roll together). It is up to you.

For matches in my feds that use time, I actually use an online timer and a time calculator. I specifically use a site that lets you have multiple timers that actually save (only drawback being when I have longer gaming droughts, I have to re-set my timers again) as for me, different matches and situations call for different match times. Often, I use times like 1:39 (1 minute, 39 seconds, or more accurate, 99 seconds) for Kombat Rules (basically a fighting game with a possibility of 3 rounds, all timed at 99 seconds, and I judge who did best if the time runs out in a round) 3 minutes for TV titles and round robin tournaments, and 10 minutes for Marathon (Ironman) Matches.

When it comes to timed fights (5:05 for the TERMINAL VELOCITY FIGHTING CHAMPIONSHIP & 3 minutes each for 3 rounds for my CENTRAL SPACE judged rounds) I use a stop watch app on my tablet to keep track...
